Share Composite Packs

A tab separate from the "Explore" tab called "Community Composites" where composite packs could be published and cloned by other users.

Cloned Composite Stamps should show up in the art manager cataloge under the maker's usernames and be accessible in stamp tool's catalogue as well.

Newly added stamps should have a "NEW" mark on them, just like official new releases.
