Restore Hot Keys for Brush Tool to Switch Between Modes

Feature Request

I would be a good QoL improvement to restore the hotkeys for swapping between the BG and FG mode on the Brush tool. Additionally, a hotkey for the top layer would help as well.

Previously, they were 1 & 2

    This won’t be possible anymore now with custom layers since there can be a variable number of brush layers.

    I think choosing hotkeys altogether would be a more long-term solution that reaches out to more people with hotkey needs and wants.
