Remove the "preference cookies" banner

It would be wonderful if the "preference cookies" banner would be removed. Or at the very least to have it pop up once with a permanent "ignore" button so it doesn't sit at the top of the screen if you prefer to leave cookies off. It's fairly skeezy to try to annoy people into allowing their data to be stored like this.
