Line Tool: Change Default Colored Stroke from Dash to Solid Line

Change the default colored stroke for new maps from a dashed to solid line.

1) Folks rarely use dashed lines (*),

2) finding the solid lines is a bit challenging with the ongoing catalogue rework.
