There might be copyright issues, but a Halfling pack with stuff like halfling holes and their components would be nice.

I am currently accomplishing this by making two layers of hills, with stairways and small buried houses:
1 start with a thin hill
2 add your stairway
3 add your house (the elven style works well, but any small house will do)
4 increment your layer, and add a thick hill over it
5 add a chimney in a likely spot
5 shade the terrain so it appears like there is a house-shaped hump under it.
I'm pretty happy with it, but it would have been easier with some cute doorways so I didn't have to worry about the transparency of the top hill layer, and some rounded hills.
