Blur Filter in Layer Tool Possible Bug

When using the "blur" layer tool, the slider (and the number) keep bouncing back to 10, but the blur is where I want it to be. It is disconcerting and makes it hard to tell where the blur actually is (since it always shows 10).

For example - the blur starts at 10, I type in 3. The blur in the image immediately corresponds to 3 but the slider bounces back to show 10.

I've noticed this on multiple maps, but it seems not to be 100% repeatable.
