Allow mouse wheel to be set to adjust by 1 instead of 5s

When reizing eg stamps, rolling the wheel adjusts the size in great leaps rather than smoothly, making it far less useful. This should either mirror the windows setting (for me, 1 line) or be adjustable. Applies to other usues of the mouse wheel as well. Thanks
