Allow dragging and dropping into new Custom Layer

The idea is just the same as being able to drop objects in and out of groups. But instead of groups, it would be from one custom object layer to another.

I think it would continue to help the intuitiveness of the app, following a general rule of being able to drag in/out objects from one side to the other. Also helps the times one simply messes up and works on the wrong layer, or would like to move the object to a new layer for easier separation (without needing to copy, delete, paste, and rearrange the position of the copied assets).
