It is extremely unclear to users how the explore page actually works. The vast majority of users do not know that it is handpicked by staff and assume that it is either all maps published (causing confusion when published maps don't appear there) or assume that there is some sort of algorithm involved and that they need to promote their work to appear there. The page should be named something like "featured" to make it clearer what the purpose of the page is. Alternatively a text description on the page that explains the maps shown there are staff picks would also help.

The way it stands now, the only way for users to understand how the explore page works is word of mouth in the community.
