Flatten Object to Top Brush Layer

The Top Brush Layer is such a great feature! I would appreciate the option to flatten an object to any brush layer: Background, Foreground, and Top. At the moment, Object flatten is limited to Background or Foreground.

Absolutely had this on my mind while making today's map, and there were so many instances where it would have been helpful!

at this point we should also be able to add masking to the top layer... right now, there's only foreground and background, why not
actually
multiple mask layers? ._.
