Consistent Keyboard Shortcut/Hotkey Behavior

tldr: hotkeys change values by 1 and [Shift] + hotkeys change values by 10.
Sliders currently behave inconsistently between the tools, which makes it challenging to use to a tablet-focused workflow.
Current Behavior:
Up/down arrow changes slider values up/down by increments of 1 (brush size, opacity), 0.5 (rotation angle), or 0.01 (texture size, offset, HSBC, softness)
[Shift]+Up/down arrow does not change the above behavior
Left/right arrows do not alter values in sliders (i.e., don't make the slider move more to the left or right...)
Up/down hotkeys change slider values up/down by increments of 5 (opacity) or 1 (brush size)
[Shift]+Up/down hotkeys change sliders up/down by increments of 10 (opacity and brush size)
Desired Behavior:
Up/down or right/left or assigned hotkeys change slider values up/down by increments of 1 across all sliders
[Shift]+Up/down or right/left or hotkeys change slider values up/down by increments of 10 across all sliders
[Alt]+up/down or right/left or hotkeys change values by smallest amount possible (in same way that holding Alt makes mouse rotation smaller)

We'll unify how sliders behave:
- Shortcut / Button: +/-1
- Shift: x10
- Alt: Min step
Exception: Rotation stays with 15 not 10 since this is more useful to get to 45°
