Every time I create a new map by using the "Create a new map from region" option, the stamps that carry over don't abide by normal layering rules. Specifically, when I add new stamps to the new map, stamps that are on the same layer as old stamps that transferred over don't layer properly when placed on top of them. If a mountain from the old map is on layer 1 and I place a new mountain on layer 1, it sits over the old stamp when placed near the bottom, which is fine, but when I place the new stamp higher up near the upper half of the old stamp it STILL places the new stamp above the old stamp, despite being on the same layer. Normal rules can detect when stamps on the same layer should go over or under existing stamps, but something changes when stamps carry over from maps that were resized/ created from existing maps.
