I have a normal land layer, and then on top of that I have a colored land layer that represents political boundaries on a very low opacity. Mountains placed above this political layer have a very saturated color underneath them instead of the actual color of the layer.

First picture is with the colored layer on lowered opacity and a Hard Light blend mode (my goal map appearance).

Second picture is with the colored layer on 100% opacity and normal blend mode
