Resizing error: only assets transfering

I tried resizing my map to make it larger so I could put a frame around it without losing any detail. However, when I tried to resize it, only the assets transferred. All of the foreground textures were lost. I tried flattening everything, then trying it, but that resulted in nothing coming through.
