Pinned Sub-Popups will reappear over Parent Popups rather than beside them if the Parent Popup is closed by clicking the "X" button

Steps to reproduce

1. Open the Text Tool and othe Shadow or Color Sub-Popup

2. Click the Pin button on the Sub-Popup

3. Close out of the Parent Popup by clicking the "X" button

4. Reopen the same Tool Popup

Expected: The pinned Sub-Popup should either be closed again, or opened beside the Parent Popup.

Actual: The pinned Sub-Popup is generated on top of the newly opened Parent Popup.
