Phantom brush layer when using stamps with clipping mask

Little hard to explain exactly what is happening so bare with me.

map style: fantasy world

Started working on the map (its a dashboard style map). brushed over the background layer with textures I wanted. somewhere in the middle of working on the map, turned the map to the new custom layers, I was also using parchment worlds' scrolls and banners stamps.

the scrolls and banners stamps with a clipping mask turned on were not showing the back/foreground textures, they were showing the classic parchment looking texture.

Since the stamps have extra clipping around them I made my own clipping mask with shape tool on a layer under the stamps (not sublayer) this mask was still showing that parchment texture. after working with the map for a while, randomly a part of parchment looking area disappeared.

after saving and reloading the map, all of it was gone. (previously I even could just select the brush when in the mask's layer and even brush on this phantom layer.)
