Palette (Brush Tool) For Saving Brushes

I understand that an eyedropper tool doesn't make sense because of the ability to layer textures. That being said what if we had a palette inside of our brush tool where we could commit brushes to the palette with the currently selected settings so we didn't have to fear losing them to the history. Would seem to make a lot of sense.
