When the layer of multiple selected objects is changed, all objects are put on the same layer.

Steps to reproduce

1. Select the Stamp Tool and place 3 Stamps with different Layers

2. Select all the Stamps and change the layer using hotkeys or the arrow buttons in the layer property.

Expected: Each selected object should have the layer individually adjusted.

Actual: All selected objects are set to the same layer.
