Bug: Unable to change object layer if selected from stamp tool

Steps to reproduce:

• Enter stamp tool

• Select object from object list

• Using ctrl + arrow up/down graduates layer on upper menu but does actually change selected objects layer. it is still changing layer of object to be placed. Seems like the tool should change to select tool when interacting with object list to avoid confusion.
